velocity layers/db levels

Hello. I am wondering if anyone can suggest what the most appropriate decibel levels should be for samples in different velocity layers. I am thinking of 3 velocity layers (f, m, p). Should samples in the upper level (forte) be close to 0db, or somewhat less that 0db (for example, around -5db)? And what about the other two levels?

Normalize all your WAV files before using them in a Gigasample. GS will automatically adjust the output level according to velocity, layer, and curve.
