I'm using GS3 on a newer PC (P4 3.0 ghz, 2 gig of ram, big RAID drive for samples etc.) and I'm unable to load more than 41% (according to Giga 3's memory bar) of instruments. Seems low, is this all I get? Do I need to do the famous tweaks just to get past 41%?

Read the manual topic on memory optimization. You don't need to edit the registry anymore, GS3 does it for you.
For a machine which is solely devoted to Gigastudio, 1-1.5GB is the sweet spot. Any more RAM is a waste.
Get into the system settings and troubleshooting. There's a memory config setting in the lower right side that you can adjust. #3 has been working really well for me. Tascam has said that 66% of the overall memory is the best that they can do at this point. Hopefully they'll bump that up to 75% in the near future. (Your 41% figure is a portion of the memory that GS can access...I can double that with the #3 setting). With two gigs of dual channel ram you'll get way beyond what the sweet spot guy had to say.
