    Chertoff delayed federal response, memo shows

    White House and homeland security officials wouldn't explain why Chertoff waited some 36 hours to declare Katrina an incident of national significance and why he didn't immediately begin to direct the federal response from the moment on Aug. 27 when the National Hurricane Center predicted that Katrina would strike the Gulf Coast with catastrophic force in 48 hours. Nor would they explain why Bush felt the need to appoint a separate task force.


    I'm still dumbfounded as to why the response wasn't immediate.

    But even if the order had been signed 36 hours earlier, it doesn't explain why rescuers were prevented from entering New Orleans at gunpoint by FEMA, and why the thousands of people at the Convention Center went four days without fresh water.

    The question isn't only, "who is to blame?" It's also, "why in the hell did this happen?"

    Why did ANYONE delay?

    basically we have idiots everywhere!

    mayor: idiot! he evacutated to late.
    governor: idiot! slowed down everything needed by the feds.
    feds- major idiots! beyond stupid!! just ran a story on how they delivered ice to N. carolina??!!
    feds again: idiots times ten to 100 power! appointed by idiot leaders IE: congress and president.
    idiot leaders: idiots! voted into office by idiot public.
    idiot public: idiots! brain washed by idiot media.
    idiot media: will sell out to anyone that will by airtime.
    see so the list goes on and on !!

    The governor doesn't impress me in the least. However, ABC showed some footage of a press conference very early in the week where the governor said, "we need every available resource from the federal government". Standing next to her was none other than Michael Brown.

    If Brown needed documents signed, he should have had one of his minions get her signature right then and there. Claiming that the state slow rolled the thing is ridiculous.

    Here's the deal: we have fifty states and hundreds of largish cities. Most of the governors and mayors don't have a clue about disaster relief. And they certainly don't know the policies of FEMA and the federal government. In a local disaster the mayor and governor might be unreachable or dead.

    FEMA can't sit on its thumbs waiting for local politicians to fax documents from ground zero.

    But overall you make a good point. We have too many idiots!

    The state is responsible to be the first responders but obviously in a situation like they had in New Orleans it should have been obvious to the feds that they were in no shape to respond to anything and then FEMA's response should have been automatic. The governor was worried about federalizing the response because that would mean she was cut out of the loop, which probably would have been a good thing, and she appeared to be mostly clueless about what to do anyway.

    The feds blamed the slow response on the Governor because she wouldn't sign off on anything which was probably true but once FEMA got there they turned away many teams of people from other states that came to help.

    Basically a big cluster~~~~.

    The biggest idiots in this situation were the people who were actually able to leave yet decided to stay without the proper supplies/food to sit it out.

    If you're poor, elderly, or handicapped in some way, I can understand having to stick around...kind of. But the people who either just didn't leave, or just stuck around and didn't equip themselves to survive made the situation a lot worse.

    Either way, Charlie didn't care if a Cat 5 Hurricane was happening.

    I live in earthquake country. We won't get the benefit of advanced warnings and evacuation notices, so we won't have as many stupidity opportunities. Most people don't have stores of essentials in their homes. That's where we get to be idiots.

    Anyway, here's a list of links that makes me wonder if FEMA did more harm than good in those first few days:
