It seems that Behringer USA sold a bunch of products that were never tested for electromagnetic emmissions by a qualified lab.
I've done these tests before. They ensure that products don't put out excessive interference into the air, or through the powerline. First, you need to design your products with RF in mind, and second, you need to test that the shielding actually worked. In my expereince, if you don't test it, at least informally, it WILL fail. Hopefully Behringer performed some sort of product EMI testing in Germany.
They may have to pay a million bucks. Here's the FCC proposed forfeiture:
