This version is finally successful.
The repeated phrases at the start are now rendered as a dialogue between winds and strings. The pizzicato strings make a common element between the firts two phrases. The overall progression is now more interesting, and the final phrase, as a tutti, is really climactic. Saving the timpani for the end adds punch.
