Chicken Systems Translator Pro Install Problem

I am trying to install the temporary download I received after ordering Translator Pro.
I am running Windows Vista and keep getting an error message that says:
"Unable to Register the DLL/OCX: Regsvr32 failed with exit code 0x3"

Has anyone else encountered this problem and can help me with this?

BTW...
I am running Windows Vista 32 Bit Operating System Service Pack 2.
